Welfare to Work - Flexible New Deal
G4S has successfully pre qualified to bid to become a Prime Contractor for The Department of Work and Pensions Flexible New Deal Phase 2. Flexible New Deal (FND) is part of the Government’s modernisation of the Jobseekers Regime and the New Deal. FND aims to assist job seekers who have been unemployed over 12 months into sustained employment.We believe strongly in the importance of employment to individuals, to local communities, to regional and national economies. We are committed to helping more people into work through:
- Delivering Jobcentre Plus and DWP Welfare to Work programmes
- Developing ethical Employment Partnerships at a local level
- Providing care and education to children and adults
- Operating a National Training Academy to Security Industry Authority accreditation standards
As the largest employer quoted on the FTSE 100 G4S has substantial experience in contract management, HR, IT, employer contacts and in developing an effective supply chains. As such we are seeking to work strategically with local agencies and key stakeholders to increase employment of those referred by Jobcentre Plus.
G4S are seeking to develop effective local FND partnerships with experienced Delivery Partners from the voluntary, private and public sector.
The G4S FND Model
The G4S partnership model for FND is underpinned by a commitment to fairness, openness and transparency including our performance management systems, recognised quality and health and safety standards, data protection and equality of opportunity. Delivery Partners will:- Receive referrals from the G4S Central Team - allocated by agreed volume and postcode (wards/boroughs/counties)
- Conduct a one-to-one assessment with the FND customer
- Agree an Action Plan with each customer aimed at securing and sustaining appropriate employment (16 hours plus) as soon as possible
- Provide an “end to end” flexible programme of up to 52 weeks (or subcontract to approved local specialist agencies)
- Ensure the Customer Journey meets individuals needs and includes, 4 weeks mandatory work focused activity (30 hours a week)
- Work closely with G4S, other subcontracted FND Delivery Partners and key stakeholders to ensure performance targets are met
Delivery Partner Criteria
We are seeking to establish local FND Delivery Partnerships with small, medium and large organisations from the voluntary, private and public sectors who have:
- The ability to provide flexible “end to end” employment related services – and/or utilise strong supply chain of local and specialist subcontractors
- An excellent track record of assisting long term unemployed into sustained employment
- High quality standards which recognise the diverse needs of the individual job seeker and needs of employers

- Northumbria (Newcastle and North Tyneside) and Gateshead; South Tyne and Wear Valley (Sunderland, Durham)
- Merseyside (Liverpool, Knowsley, Sefton, St Helens, Wirral) and Halton
- Olympic Host Boroughs (Newham, Tower Hamlets, Hackney, Waltham Forest, Greenwich) and City of London
- North and North East London (Barking, Dagenham, Redbridge)
- West London (Brent, Ealing, Hammersmith and Fulham, Harrow, Hillingdon, Hounslow)
