Inspectors have said that good leadership and a re-energised staff group have led to significant improvements at the young persons' unit in HMP & YOI Parc near Bridgend, South Wales
Good leadership at young offender unit say Inspectors
Inspectors from Her Majesty’s Inspectorate of Prisons (HMIP) said that good leadership and a re-energised staff group have led to significant improvements at the G4S-managed young persons’ unit in HMP & YOI Parc near Bridgend, South Wales.
The report published today, produced following an unannounced inspection in October 2017, also cited “several examples of good practice”, noting the management of challenging behaviour on the unit was commendable.
The secure unit accommodates up to 60 boys aged 15 to 18 on remand or sentenced to custody.
Her Majesty’s Chief Inspector of Prisons, Peter Clarke, said that it was encouraging to see many of the previous HMIP recommendations attended to, which was to the great credit of the director and her staff, who had clearly worked very hard. Some “very creative and caring approaches” were seen and “staff were well trained, committed and confident”. He stated that it was a good report and it was clear to see that a firm platform for yet further progress was in place.
Inspectors observed staff demonstrate a sensible balance of patience and challenge when dealing with inappropriate behaviour, and noted the visible presence of managers during key times in the regime provided appropriate confidence and support to staff. The report also recognised that senior managers had a commitment to ensure that boys received a decent regime, including education, exercise and evening association.

This report shows the excellent work of the team here at Parc, who are dedicated to providing a safe and secure facility for the young people in our care. HMIP recognised that the unit has done considerable work to address the shortfalls highlighted following the last inspection in April 2017.
Her Majesty's Inspectorate for Education and Training in Wales (ESTYN) were also involved in the inspection and rated the overall learning, skills and work provision as ‘good'. They also noted that care, support and guidance for young people was excellent.
