Failure to maintain compliance with the International Maritime Organisation (IMO) International Ship and Port Facility Security (ISPS) Code would jeopardise trade at the 205-hectare site. Some two-thirds of the country's maritime traffic passed through the port, making the port critical to the country's economy.
Working with G4S, the authority recognised that although compliance with the ISPS code was critical, it would be valuable to address the wider concerns of a commercial enterprise operating in a diverse threat landscape. The importance of addressing a broader range of threat scenarios and asset protection issues, which were not the principal focus of the ISPS code, was necessary to maintain operational effectiveness and commercial advantage.
Outcome
By adopting the G4S approach, the port authority maintained compliance with IMO and EU regulations and was able to prioritise assets and infrastructure for additional security protection. The adoption of a risk-based, outcome-focussed approach provided insight to the authority and its operators on the extent the facility could continue to function following the loss of any particular asset, and the extent to which that asset’s replacement or the re-establishment of normal operations would be possible. The insight could then be factored into security, operational and commercial planning to ensure resources were used efficiently and to maximum effect.

Method
We conducted the assessment over a period of 6 working days in 2015. It incorporated a detailed site review, stakeholder engagement and a comprehensive threat and risk analysis. On completion, our consultant delivered the assessment’s findings to the Port Management in a comprehensive report complete with imagery and supporting graphics along with prioritised recommendations for an improved security risk reduction strategy. After allowing time to reflect on its contents our report, our consultant presented the report to stakeholders, affording them the opportunity question the findings and in collaboration determine next steps to enhance resilience further.
