A Gulf ministry of interior strengthened the capacity of its special operations counter-terrorism unit across the full spectrum of operational activity through G4S specialist training.

The ministry of interior began a training modernisation programme to ensure that the specialist unit remained capable of countering evolving threats in an effective, professional and human rights compliant manner. Without enhancing the capability of the force, it risked becoming operationally ineffective and unable to respond to developing terrorist trends in the region that threatened home security.
Working under a leading US defence contractor, G4S designed Course Training Material and delivered a comprehensive Train-the-Trainer programme to the specialist force from 2014 to 2017. Our subject matter experts provided detailed knowledge support to the prime contractor’s project management team to achieve the programme outcomes.Outcome
The multi-million dollar programme ensured all officers had insight to the adoption of new approaches to disrupting and ultimately defeating terrorist and transnational organised crime networks. Utilising the Train-the-Trainer methodology we built capacity at multiple levels across the six required training domains. To achieve the maximum strategic training effect, we collaborated closely with the prime and client as a single team and to an agreed training plan.

Method
Development of required training courses, and all supporting training materials: Course Training Plan (CTP) and Plan of Instruction (POI) in English, to support the mission of the specialist unit, in accordance with the ministry of interior’s concept of operations (CONOPS), using internationally recognized best practice through Defence Systems Approach to Training (DSAT) methodology.
Course Syllabus/Course Training Plan (CTP) package for each course included a review by subject matter experts (SME) to refine the task lists per course; customised to the SEF.
